The construction status and Development Countermeasures of pulp raw material forest bases in China (IV)

2.5.4 Shaanxi, Gansu and Guizhou are building paper-making fast-growing forest bases

at the beginning of 2003, Shaanxi Weinan Municipal Planning Commission, municipal forestry bureau and other relevant departments reached a consensus with Xi'an Zhongfu group company and Hong Kong Guotai forest paper company, and decided to carry out the integrated construction of forest and paper in Weinan City, with a planned investment of 4billion yuan and a 5-6-year period to create 120000 hectares of fast-growing and high-yield forests, Build a pulp processing plant with an annual output of 300000 tons, mainly poplar, a 100000 ton paper mill and a 300000 ton plate processing plant. The first phase of the project with an annual output of 100000 tons of wood pulp has been launched, and the tree species include triploid Populus tomentosa, 84K poplar, Zhonglin 46, Zhonglin 107, Zhonglin 108, Zhonglin 2001, Tianyan poplar, etc. Weinan Planning Commission and the municipal government held a mobilization meeting for the construction of the city's fast-growing poplar base, and proposed to vigorously develop forestry industrialization, build a million mu fast-growing poplar base, and develop forest paper integration to achieve a win-win situation for the city's ecological construction and economic development

Gansu Province, based on long-term development, actively promotes the process of forest paper integration. During the "Tenth Five Year Plan", it will focus on the construction of 14700 hectares in Jiuquan City, 16700 hectares in Zhangye area, 13300 hectares in Wuwei Paper Industry Co., Ltd., 14700 hectares in Julong supply and marketing group company, and 0670 hectares in gulangsishui Enterprise Corporation. Focus on the cultivation of Triploid Populus tomentosa, European and American poplar, Tianyan fast-growing poplar, Langfang forest and other tree species

Guizhou Province plans to build a 340000 ton/year commercial wood pulp plant in eastern Guizhou, and the raw material forest base is located in Kaili and Tongren areas. Construction scale: 133300 hectares of Masson Pine base, 46700 hectares of birch base and 53300 hectares of Italian poplar base. After the forest is completed, 1.85 million cubic meters of wood for pulp can be produced every year

3 development countermeasures

according to China's fast-growing and high-yield timber forest planning, the total construction scale of this area is 13.3333 million hectares. After the completion of all the project bases, it is estimated that 133.37 million cubic meters of wood can be provided every year, meeting 40% of the domestic demand for timber for production. In addition, the cutting and utilization of existing forest resources will basically balance the domestic timber supply. Relevant people predict that the fast-growing and high-yield forest project in 2003 will continue to develop at a high speed and steadily, and the construction task of 213300 hectares arranged by the state in 2003 is expected to be broken through. Although China's "forest paper integration project" has made some achievements, there are still some problems, and the task is quite severe. In order to speed up the construction of pulp raw material forest base, the following suggestions are put forward:

(1) vigorously develop paper-making fast-growing forests and take the road of forest paper integration. The integration of forestry and paper is a major decision to revitalize China's forestry and paper industry. The implementation of this industrial policy will certainly promote the modernization of the paper industry, and will play a great role in alleviating the shortage of wood pulp, adjusting the product structure, improving the quality of paper, and increasing the economic benefits of enterprises. Therefore, it is necessary to strengthen publicity and organizational work

(2) relevant national departments should create loose conditions for base construction. ① Reduce the tax burden of forest farmers, and the excessive tax has seriously affected the enthusiasm of enterprises and farmers for afforestation; ② We should speed up research and improvement on the management of cutting quotas of raw material forest bases established by enterprises; ③ We should activate the mechanism, and truly achieve "Whoever afforests will own it, and whoever invests will benefit"; ④ It should be supported in terms of funds and policies. The construction of paper forest base belongs to the category of forestry business, and it is a weak industry that needs the support of the state. The state should give special preferential policies, including policy loans, fiscal discounts and taxes

(3) organize forces to investigate water resources. Generally speaking, the western region is short of water resources, but there are also regions with sufficient water resources, which have a good foundation for afforestation and papermaking, have cultivated excellent tree species, began to plant in a large area, and implement astmb800 and astmb801 standards to produce and manufacture areas with good growth. It is necessary to build several demonstration projects to drive and promote the integration of forestry and papermaking in Western China

(4) to do a good job in the construction of pulp and paper forest, the primary work is to pay attention to seedlings. We should work hard on the breeding of improved varieties, make an issue of rapid propagation, and seek a breakthrough in large-scale promotion, so as to fundamentally raise the construction of papermaking forest base to a new level

(5) actively introduce private mechanism and give full play to the role of diversified operation mechanism. During the "Tenth Five Year Plan" period, it is planned to increase the production capacity of paper and paperboard by 14million tons, with a total investment of 160billion yuan. The total investment of the first 13 forest paper integration projects is estimated to be 17.6 billion yuan, including 4.2 billion yuan for forestry bases. It is unrealistic and impossible to place full hope on state loans. Therefore, it is necessary to actively introduce private mechanisms and give full play to the role of diversified management mechanisms. At present, the state is open to private forestry, and all regions actively formulate and improve policies to encourage the development of private forestry. The upsurge of afforestation by foreign-funded enterprises and domestic private enterprises is rising. While building raw material forest bases, paper enterprises should strengthen cooperation with private forest owners (including foreign investors) and farmers, and implement the order mode of "company + Forest Farm + farmers"

(6) rely on scientific and technological progress to develop multi species afforestation. We should strengthen science and technology, and focus on the breeding technology of new varieties of high-quality and high-yield pulp forests, the Directional Cultivation Technology of short-term papermaking timber forests, and the pest control technology of plantation forests. All enterprises should choose tree species according to local conditions according to the specific conditions of the region and the requirements of pulping technology and products. Triploid Populus tomentosa of Beijing Forestry University, new poplar varieties of Zhonglin 2000 series of Chinese Academy of forestry and new black poplar varieties of Nanjing Forestry University, as well as fast-growing species such as eucalyptus, acacia, pine and alder, can be popularized and applied. Enterprises should strengthen cooperation with scientific research departments, colleges and universities to achieve the goal of high-quality, fast-growing and high-yield papermaking raw material forest. Scientific research departments and papermaking enterprises should carry out research on different tree species, different diameter classes and different pulping technologies

(7) develop advanced equipment. Develop internationally advanced chemical wood pulp and chemical mechanical wood pulp production lines, chlorine less and chlorine free bleaching technology and equipment, and wastewater treatment devices

enterprises in this area (8) should strive to win the support of government departments and financial institutions. The integration of forestry and paper management involves industry, agriculture and forestry, finance and taxation, land, water conservancy, environmental protection and other departments. The situation is complex, policy oriented and difficult. Enterprises should actively strive for the joint participation of government departments and financial institutions, and government departments should give enterprises strong support

(9) organize exchanges and Research on the preparation technology of conventional glass raw materials for the production of functional glass, and provide information at home and abroad. China Paper Association and society should actively organize technical exchanges and seminars, provide domestic and foreign information in a timely manner, and organize experts to carry out technical consultation and technical services. Organize relevant personnel of Shanxi Aluminum Plant to cultivate and develop industrial product manufacturing enterprises to participate in relevant international conferences and organize delegations to study abroad, expand the understanding of foreign pulp and paper fast-growing raw material forests and improve the management and technical level of afforestation

(10) we should publicize the importance and necessity of building pulp and paper forest bases. China's forestry paper integration has been discussed for more than 20 years, and its significance has been recognized by all parties, and has been affirmed by the relevant national departments and leaders. However, in the process of implementation, we will encounter some difficulties. We should widely publicize that the combination of forestry and paper and afforestation is the only way to develop China's forestry and paper industry. □
